Report on Liberia's reinforced community health structures and lessons learned from other diseases helped the country to respond to major disease outbreak in 2014-2016. A few months before the coronavirus crisis, a midterm self-assessment was carried out in August 2019 using WHO's Joint External Evaluation (JEE) 2.0 tool and National Action Plan for Health Security (NAPHS) indicators: these processes are part of a voluntary whole-of-government approach to identify gaps in health security across 19 technical areas.
